It wasn't dishonest. It was making a point and declaring a goal. When we finished the Declaration of Independence, America wasn't immediately free from British rule. We still had to fight a war to get there. Same sort of thing. Another interesting semantics problem developed because of the Civil War. After the Union victory, Lincoln had to decide whether or not he could say he was readmitting southern states to the Union, which would mean they had sucessfully suceeded, when in fact he also wanted to maintain the idea that he'd prevented sucession.
