Society will not legislate so called "transphobia" out of existence because it's so outside the experience of what 99% of people understand. The vast majority of lawmakers don't see trans people as a class of people that need to be protected or catered to, at least not to the extent that the trans people I know would like. Only if it becomes easy and accessible to change one's biological sex will it become something accepted throughout society at any real scale.
