it could definitely be more Democratic even by basic changes like using the poplar vote instead of the EC. Without even getting anywhere near something approaching direct democracy there are obvious ways in which our system could be improved

then that would imply that if the culture isn't conducive to the system functioning correctly and the system itself contributes to creating the culture... These sound like more indications of a basic design flaw in the system

i agree but i also think it's worth pointing out how little value there is in having a system that works "on paper" but not in practice.
