Also you're wrong about the second part. They know which parts of the sequence have been modified from previous strains. That is precisely how they are able to determine whether said modifications are natural mutations vs genetic engineering. Reread the portion of the article I posted.

Their entire analysis is based on the idea that it was engineered to be some kind of bioweapon, not whether or not it might have tweaked as part of generalized GOF research. You can modify a virus without directly screwing with its genetic sequence. Also-
