I think the people have to demand better precautions for something like this and the administration will fold out of public opinion. In which case I think the same problem will repeat it's self once we get comfortable and they start pulling back funding towards these precautions again.
I have very little faith that even that will happen because people are idiots and still in denial of the severity of this virus.
