1. Responsibility for the shortfall in testing kits that a more competent admin would've addressed in the month or so between the Wuhan and US outbreaks. Like the South Koreans did -or like the World Health Org offered to do for the US, until the Trump admin rejected their offer. Of course neither Obama nor Trump are responsible for the diseases.
