Derek Bailey, though likely more precise and less chaotic than what you're looking for, is essentially the godfather of avant-garde deconstructed guitar playing. Arto Lindsay pulled heavily from Bailey in his DNA guitarwork.
Masayuki Takayanagi is the Japanese equivalent of Derek Bailey in terms of pioneering.
Marc Ribot kinda goes there on this album, but it's more traditionally virtuosic
Bill Orcutt in Harry Pussy is tight too (pun intended)
