Here's something I've been thinking about. Rules for a new genre.

1. No repeating melodies. An entire song has to be one long, continuous verse.
2. Similarly, no choruses or refrains. Absolutely nothing repeating anywhere.
3. To the greatest extent possible, there should be no discernible beat. Ideally it wouldn't even be in a time signature ... though I guess technically any kind of music could be pegged into some sort of time signature (I'm sure somebody could figure out what time signature a Merzbow song is in if they really wanted to).
4. Not in any discernible key.

That would be a good start. There would probably have to be some rules for melodies and harmonies as well.
