Do you think maybe you could spearhead a new project or goal? Like maybe an outreach to help kids in juvie with their school work. Or maybe a nutrition awareness campaign or start a community garden. Or maybe you could prepare some kind of presentation you could give to school teachers just about abuse or poverty in general.
On teacher workdays we had people from the community come in and talk to us about what might be happening in the community that we don’t see.
Maybe all that is impossible. Do you think your bosses might be open to the possibility of you expanding your job description if you came up with a doable proposal?

It's a bitter pill to swallow and one I've cut my own neck multiple times to avoid swallowing to my detriment. My last "look busy" project was trying to figure out how to macro the hell out of an Excel sheet to turn it into a graphic visualizer. Theoretically, if you reduce the cells to 1x1 they function like the pixels in your monitor...

Thirded. Either you're making your own job look unimportant or making other people look incompetent. I highly doubt your co-workers appreciate all the emails either.
