I have been looking for a song for many years!!
The song is called EVOLUTION 3000 by Tracey Lee (1997)

The one I heard was on MUSIC CHOICE when I had DirecTV and it had a synth sound going up and down in freq thru that background noise during the song. IT WAS MUCH BETTER!!!
Does anyone know where I might be able to get that other version?? (I only heard it on Music Choice
