I think that sorta holds true for a lot of countercultural genres. This Heat are a great example of an edgy sleeper hit group that are making rounds now when they weren't in '79. I think the first-wave punk style is more "timeless" because of it's compatibility with the younger generations with how typically raunchy and rebellious it is. I don't think that gives it higher quality though, if anything it just makes it phase music and that's not really great for someone who's past that phase.
I'm not trying to make it seem like I'm too mature for or am above a certain genre of music, but punk always remains popular to an extent (at least in my opinion) because teenagers and young adults love it. That's why 80's bands like Bad Religion picked up so much during the 90's and 00's, cause the omnipresent teenage culture of edginess was pervasive and mainstream enough in the 90's that it created a market for it.
It's true that they didn't fall into cultural pitfalls when it came to producing it, though. They did cut a lot of corners and made the sound itself almost DIY in nature, and amateurishness is something that has always existed and always will. But that still doesn't make me like the music that's being produced.
