I really wouldn't know. We've been living here in this house for over forty years My mam used to pay the rent, then when she passed on we became responsible for the rent, which was relatively high (about 120 Euro a week I think) until I quit my job and Karen became redundant, when it fell to 50. I know there's a bad problem with homelessness here, so unless you can pay the rent to a landlord or can afford to buy a house, you're on the Council's waiting list, which is pretty long, and you get points for having kids and such which (supposedly) moves you up the list. If you get into a decent council house though, like ours, and you keep up your rent, you're golden.
