I think pop-punk refers to a very specific milieu. Ramones and The Clash had melodic songs, but they still had a dirty production and unclean vocals. Pop-punk is structurally punk rock but with a super clean production and "conventionally good" pop singers. Basically just punk packaged as a corporate product. Whether you want to consider it primarily a subset of punk or pop is up to you.
