From what I've seen the water price gouging is from places that don't typically sell water to begin with selling off their employee stash etc. Raising prices is necessary to some extent to keep people from overstocking and limiting supplies for others (even though there should obviously be accountability for those who go overboard). Also they're complaining about $4 a gallon? I've seen it hit 5 and a half without a natural disaster. Whiny ass flood victims.
