Before I answer the questions myself, I just wan't to say that I'm hearing some really good things here.
I especially can't believe that I hadn't even bothered to hear anyhting from Jeff Buckley properly before. Brilliant stuff!
I also thoroughly enjoyed the random Parrilla de Jerez track I found.
(1) Is there an artist whose music you appreciate that you are convinced not a single person on MB has ever heard about?

I bumped into this EPK promo for her new album and I knew right away that I simply had to hear it! It's really good, by the way.
(2) Are there any songs that nearly move you to tears every time you hear them?
Oh boy, there's a lot of these. Several of them are Tori Amos songs.
I can totally understand how she might be seen as too corny to be emotionally involving,
but my tearducts can't control themselves near her most beautiful songs.

not necessarily in terms of technique or range, although it can also be for that exact reason.
By the time Dir En Grey put out their so far newest album back in 2014, I'd heard all of their many previous albums,
but I'd never heard Kyo sing like this before. It's like he's added a whole extra octave to his voice and I love the way he does it.
In general, you can really hear he's been practicing a lot between this and the previous album.

Randy Blythe from Lamb of God is just an incredibly dull vocalist. Redneck is a terrible song, made 10x more terrible by the ½ dimensional vocal approach of mr. Blythe. I don't know if he's more boring than Chad Kroeger, but he's at the very least equal.
