It's one of many (seriously, many) attempts of the socialist government to fight the plague of alcoholism. Too bad none of them realized the reality they created made people drink, maybe they'd look for a more constructive solution
I don't know if it was a common problem in every Warsaw pact country, but it seems at least Russia had it too, and I think it still has.
