Don't ask me why Pantera is considered groove metal while Kyuss is not (other than not sounding at all alike), but I suppose it's because your average Pantera fan probably wasn't all that aware of stoner rock/metal. And I guess that a lot of groove metal bands have a more "dense" groove than stoner bands, but that's not really a particularly good reason.
So in conclusion, *shrug*.
