why you gave a warning as opposed to a ticket. Remember, ultimately tickets, court costs, that's all money for the state. Civilian cops sometimes do have quotas to make for tickets (which is B.S. if you ask me). In this situation, it wasn't like he had a choice in signing it or not. If the Army wants an investigation closed, you close it. If closing it means finalizing paperwork, getting some signatures, you do it. If by doing so, you have to arrest someone to convince them to sign the damn thing, then you do it.
As far as enforcing the law goes, I believe I've said this somewhere else, but if a cop sees you mug someone, you're pretty much going to jail. There's not a whole lot of wiggle room from the cop's perspective. A ticket is a bit different though, because there
is a level of interpretation. According to the letter of the law, if you're going 1mph over the posted speed limit, you're speeding, and you deserve the (what is it $115 fine now??) ticket. I mean, according to the law, it's very clear cut and dry. But, officers don't always enforce it to the letter of the law - obviously. I think, though, what you're saying is that you prefer a consistency from law enforcement in how/what they stop (for). State trooper sitting on the side of the road pulls everyone over who is going 7+ over the limit, gives a ticket. Consistency.
