Does anyone know of the song title or artist?

- Late 90s/Early 2000s,
- Hip Hop song I think,
- By an indie artist (a dj or producer either us or uk i think)
- Just a beat with snippets of either political speech or stand up, and was either inspiring or logical truth.
- Called like: hot dogs can't fly or something abstract like that.

From my searches, it's like cassette boy: David Cameron rap, but not a mock song. It's cut like it, but not in a rhyming way, and not so quick like a "rap".

I'd appreciate any help,it's been bouncing around in my head for a few weeks.
