Another compromise which could make implementation gentler could be, as others have suggested, to allow for a more relaxed tone in the lounge. Rule breaking should be consistently punished with infractions, but the rules could be written so that they are different in different parts of the site.
When threads get derailed outside of the lounge, those posts could be moved to lounge threads and then the derailment could commence there (as is pretty much practice today).
