They're both barren wastelands, but the desert setting really makes the wild west vibe come to life. And the greater amount of settlements makes the world feel more alive.

It's been a while since I played 3, so I can't say about the graphics, but I've never been bothered by them in NV. And even if you prefer the actual setting in 3, everything else about the game is inferior.
