I don't see what quality has to do with anything. We're not talking about how good an artist is, we're talking about how "iconic" they are. Vanilla Ice is remembered far and wide by everybody and their mother as "the 'Ice Ice Baby' guy", whereas Janet is basically remembered for A.) her brother, and B.) the fact that she did something of note that nobody can really recall at this point.

Of course, this all begs the question of whether or not anybody should care about icon status, as clearly, it's not necessarily related to talent.
