Lol so no one answered. Anyway for people looking at this thread wondering the same thing, you really can't remove the rubber or else the pedal will malfunction.
What I did was remove the velcro and place the rubber back in. I removed the other layer (the one the velcro is on) and screwed in the bolt back to the rubber with the plastic layer on it since it's hard to regularly place it back. Then I screwed whole thing back to its original place. There's really no way to place velcro on the rubber pad and stick unless you superglue it or place a wooden board under it and screw it on or something.
Anyway hope I helped people reading this wondering the same thing
