Well I nominate Assemble Head In Sunburst Sound (debut: 2005). They're great, fans of psych rock in general owe it to themselves to check them out, I recommend When Sweet Sleep Returned.
And Black Moth Super Rainbow (debut: 2003). An incredibly psych-heavy experiment of dripping electro-pop/rock indie bliss. Also highly recommended to psych fans. They're music is delicious. I'd say go for Start A People.
Although if you'd let Shpongle slide, as all their albums beside the first are from the 21st century, and the debut is only two years away, then scratch Assemble Head and replace them with Shpongle, a vastly extraordinary psych group that (though labelled as psytrance) defies genres. Drawing heavy influence from world music, as well as dub, trance, drum n' bass, and the psychedelic experience in general.
