Depends what you mean. If you mean, do they generally sound exactly like the spoken syllables of the Human voice speaking English, then no, not generally, although some instruments can approximate them.

However, every instrument will have a variety of distinctive attacks, timbres or harmonic structure, and decay patterns that will perform the same functions as, say, the "C," "aaaa," and "t" of the word 'cat.' So yes, they do have syllables, but no, they are not syllabes from English words, necessarily...
