yeah, Each time I hear it, I automatically think it's punk, even though it originally wasn't in the genre at all.
Same goes for that ''fast'' drum.

I totally forgot about 7 Seconds. these songs were originally supposed to be released in 1983, but were in 1984. Listen to one:
