It sounds like you're saying it's not decent clothing unless it isn't sexually provoking to the man, but I'm sure that's not what you mean...
The dress codes in hospitality (bar work mostly) were equally easy for men and women. If it weren't just uniforms given out by the business, the only code was black and closed shoes. Men and women could wear revealing clothes. But since it's an industry specifically aimed to appease and adapt to some-what uninhibited leisure scenarios it was appropriate.
I got away with shorts and singlets all the time since we were competing with the gay bars who could work with next to no clothing. :]
