If we could figure out a way to strip out genetic diseases then yes, absolutely. But it's been proven that a person's temperament are more about environment than genetics.
For example, generational poverty isn't caused by genetics. It happens because people who are born will end up being sent to ****ty, unfunded public school districts where teachers don't give a **** and have parents who went to the same or equivalent schools and who are more than likely dysfunctional and uneducated. There's obviously some exceptional people who persevere despite the odds but for the most part you die in the world you were born in.
