BBC News confirmed these were based on the witness reports from an Irish family. Having read up on the case, I know they mean the Smith family, this is them:

They are convinced the man they saw was Gerry, it seems strange police would release these new efits now, knowing they are actually based on accounts from witnesses who believe this man to be Gerry McCann.
