"What's Goin On" the song is meant to be a kind of overture, which is why it reprises at the end of "Inner City Blues," as a kind of bookend of the album and a reminder that all the songs are related in some sense.

Thanks, this DOES make sense. When I heard the National Album toward the end I felt like maybe he was running out of ideas for songs as I couldn't figure out he would throw that in there. The percussion in the background is nice tho. It's definitely not a song I'd listen to over again and I really dislike live stuff.
