The main focus is primarily the rapper and what they're saying. Most of the shit rappers are the guys with nothing to say. And Instrumental Hip-Hop in terms of proper releases is relatively new I'd say.
I disagree that it's mostly about the narrative. There is certainly a history of storytelling in hip hop, as there is in a lot of music such as country, folk, rock, etc., but that doesn't mean in any of these genres it's mostly about the narrative. This is music we're talking about here, which means it's mostly about... the music. And even if you're just talking about lyrics, I'd say that the majority of hip hop lyrics aren't stories.
