I don't think that description really fits Tool's music. Well, maybe it does if you've never heard anything heavier than The Beatles.
There are much more heavier/aggressive/rebellious bands out there so if those are the only things you expect from music I don't think you'll like Tool.

Am I the only person in the world who doesn't have strong opinion about Tool one way or the other? I respect what they do and think they're good at it, but that said, I can't remember the last time I felt compelled to listen to them despite the fact that I own/have owned three of their albums.

I think that's perfectly fine. That's the same way I feel about most famous 60s/70s/80s bands. They just don't click with me.
