How long have you had the credit card? If you've had it for a while and haven't missed any payments, you should have no trouble getting approved, but I don't know the standards for the particular store's plan.
Also, does the Bill Me Later thing have no (or low) interest or something? If not, I don't see the difference between going that route over putting it on your card unless you have a low limit, in which case being too close to it is bad for your credit regardless of never missing a payment.
