No, it refers to the north in general, and the northeast in particular. New England is part of that area, but not the only part. That's why a non-New England state is the one with a team called the Yankees.
Also, I believe it used to refer to the entire country until the south decided they didn't want to be a part of the country. So basically the British have just continued using the original definition.
