No offense to epileptics but the reason that he put quotes around the word is that epilepsy is a word that has been assigned to a condition that doctors simply do not fully understand. Doctors are human and they don't/can't understand every reason why human minds and bodies act the ways they do.

its (irritable bowel syndrome) for no known reason. And some peoples' brains occasionally freak out and cause seizures. Unless there is a tumor or a drug overdose, they don't know why. But they know it happens so they decided to call it epilepsy.
