There's really no link in the music but prog bands went in the more artistic direction when it came to lyrics and Dylan was the pioneer of those kinds of lyrics. So Dylan definitely had an influence on the lyrical side of prog.

I have no problem agreeing to that. Yes is probably one that would come to mind as well who do pretty well lyrically. I always love the lyrics to Owner of A Lonely Heart. Than again, a lot of the songs on 90125 are pretty fantastic in general.
