I actually think GTA IV was the best of the bunch, along with the add on episodes that came later. I think Vice City a classic game though, with its authentic Miami inspired Miami Vice style scenarios and soundtrack. San Andreas I didn't like as much, mainly because they tried to incorprate three cities in one game LA, SF and Vegas. What it did do well though were the gang territories that you had to fight for.

GTA IV was all about the story line, where as VC and SA were all about creating an immersive sand box. GTA IV was fun until you beat the game, but then it just got stale quickly. I mean, I could spend hours in San Andreas just wandering the desert or the woods pretending that I was lost. It just never got old.
Not to mention, GTA IV took itself too seriously. The other two were intentionally ridiculous. I mean come on, you invaded Area 51 (69) and stole a jetpack for god's sake!!! What's more awesome than that?!
