The non-lethal one which offers the least amount of risk. The tazer may be a better choice depending on the situation, but I don't see how the dog was an unreasonable choice in this case.

So are you saying that you're a vegan now? I'm all for animal rights, but I still value a human (or for that matter a sentient extraterrestrial or artificial intelligence) life more than a dog's life the same way I'd value a dog's life over an earthworm's. I'm sure you do too, so I don't know why you're using this argument.
