What makes you think imagination is not a governing body? Personally for me it is much more important than the physical.
I believe there to be an objective universe: all that makes up the mathematical, physical, everything within time and space . . . and the subjective universe: the creative, imaginative mind, that essence of us that lies outside of the objective universe.
