You're assuming that "more people seeking treatment" means there are more addicts but I don't think that necessarily the case. Based on what I've read about the situation in Portugal, my understanding is that they have taken the resources they would have spent on punishing drug addicts and redirected them toward voluntary rehab programs. That might be why there are more people seeking. Not that there are more addicts but that help is more readily available.
