Hmm . . . that alone is a study in Jazz theory. Some teachers refer to this as the Cry Me a River theory.
Actually a lot of Smooth/Cool Jazz has solo sections where a vamp is set up enabling the soloist to remain in one key (almost like Modal jazz).
With the harmonic structure being stagnant, the soloist is now free to play outside the tonal center, superimpose changes, or color the vamp how (s)he sees fit.
