I think its pretty arrogant. Say you really wanted to go somewhere, maybe just for a holiday, but you don't know the local language. How would you feel if you went to that country and everyone looked down on you for not knowing their language? You got no help, no respect, no chance to enjoy their country because no one would help you find your feet. I would personally hate it. Countries may as well put a big sign up saying "No one can visit our country without knowing our national language and national anthem fluently". It just won't happen and its stupid to winge just because the country is offering a help to visitors.

Besides, it would be the countries loss if it ignored other peoples cultures.
It's the old adage, "Treat others the way you would want to be treated".
