It's an experimental/synth-pop album by a Belgian called Pseudo Code. The general composition is very minimalistic, and the vocalist's "singing" reminds me a lot of Genesis P-Orridge's. Belgium had a very busy scene in the early 80s. You also had musicians from USA moving there like Tuxedomoon and Minimal Man for example. This Pseudo Code is one of the projects of Alain Neffe. The other two that I know of are less accessible.
Bene Gesserit is totally crazy, quirky band and
Human Flesh is more like industrial, dark ambient. I actually thought of suggesting one of these two for the album club, but can't make up my mind which one.
