Okay so there's this guy who's in a blue uniform.

Either a parking inspector or police officer.

He's driving around the streets in like a golf cart buggy sort of car.

He goes to a takeaway shop/stall and buys I think a burrito.

From the 90s possibly.

What song is it? Who sings it?
