I don't know if I'd go that far, but it's a great album that I certainly listened to a lot when it first came out. My favorite tracks are "Mr. Jones", "Rain King" and "A Murder of One".
It's been years since I listened to this album, I may have to bust it out today.
Edit: Listening to it right now. I forgot how much I like "Anna Begins", it's like a case study in flawless pop songwriting.
